Gary Ablett recalled Owain Fon Williams after the 'keeper missed Tuesday's defeat at Huddersfield through interntaional duty.
That was the only change, though, as the County boss selected the same ten outfield players for the thrid consecutive game.
Rovers included two former Hatters, Fraser Forster and Aaron Lescott, in their starting eleven. A third, Dominic Blizzard, was on the bench.
County trailed 2-0 at the break after a disastrous opening seven minutes.
Joe Kuffour wasted a great opportunity when he shot off after two minutes but within second he had the ball in the net with the easiest goal he'll score all season. There seemed no danger when a long ball bounced in the County box but Michael Raynes headed over the on rushing Fon Williams leaving Kuffour with a tap in.
Chris Lines shot over as Rovers kept up the pressure and the Fon Williams made a fine save to turn Danny Coles shot around the post.
From the resultant corner Coles headed into the top corner.
The Hatters responded with jinking rum from Carl Baker who was unlucky to see his shot deflect off Lescott for a corner on 10 minutes.
From the next attack, though, County had a let off when Gianluca Havern appeared to push the ball away from Kuffour with his hand; the referee indicated it was with his head.
County threatened again on 15 minutes. Paul Turnbull found Johnny Mullins who hit a great cross in from the right; unfortunately Oli Johnson couldn't direct his volley on goal.
Greg Tansey then combined well with Baker but shot wide.
Rovers almost wrapped things up a minute before the break from another corner. Darryl Duffy's powerful shot seemed to hit the shins of Mullins standing on the right-hand post.
The half finished with a long-range effort from Havern was just off target.
Rovers started the second half strongly and looked the more likely side to add to the scoreline
Raynes came to County's rescue when he blocked Darryl Duffy's close-range effort.
A minute later Duffy set up Kuffour who saw his shot bounce off the foot of the post.
County's best moment of the game came on 57 when Baker went past a couple of defenders before playing in Thompson who hit the side net with his low effort.
A minute later Tansey burst forward with a determined run and was unlucky to see his 20-yard shot deflected wide.
The game was petering out as a contest but David Pipe came close to making it 3-0 when he broke down the right and shot just wide of Fon Williams' right-hand post.
Duffy was next to chance his arm when he shot wide following good approach work from Lescott.
The Hatters last real chance to get back in the game came 17 minutes from time when Thompson flicked the ball into the path of Danny Pilkington. The substitute elected to hit it on the volley when he might have been better taking a touch and the shot cleared Forster's cross bar.
